Psychologist James Gross describes emotion regulation as processes through which people influence how emotions unfold, including recognizing when regulation may be useful, selecting a strategy, implementing it, and monitoring whether it helped. That also means a good nervous system regulation app should not promise to keep you calm all the time. Healthy regulation includes activation.
